Cecilia B. Loving is the Deputy Commissioner and Chief of Diversity and Inclusion (“CDIO”) at the New York City Fire Department, where she oversees the establishment of best practices for a positive, holistic and inclusive work environment for over 17,000 firefighters, emergency medical responders, fire prevention and communications, and civilian members. Prior to serving as CDIO, she was Director of six of FDNY’s legal units. She also served as an attorney and EEO Counselor in the Law Enforcement Bureau for the New York City Commission on Human Rights before joining FDNY. She practiced law as a litigator at Patterson Belknap Webb & Tyler LLP for 20 years and founded the Patterson Attorneys of Color. She also practiced law at Kramer Levin and the Legal Aid Society. She was Chair and CEO of the Board of Directors of the Practicing Attorneys for Law Students, Inc. (“PALS”) for seven years, helping to create numerous diversity and inclusion initiatives. She is founder of the Mindfulness Group at FDNY, where she distributes a Mindfulness Newsletter, as well as Co-Chair of the New York City Association’s first Mindfulness and Well-Being Committee. She is also a member of the City Bar’s Enhance Diversity in the Profession Committee, as well as its Minorities in the Profession Committee and a member of the New York State Bar’s Local and State Government and Corporate Counsel Sections. In addition to obtaining her Juris Doctor from NYU School of Law, Commissioner Loving obtained her BFA from Howard University, MFA from UCLA and Master of Divinity from New York Theological Seminary (“NYTS”). She received the FDNY Women’s History Award, the NYTS President’s Award for academic excellence, as well as the “Rising Star” Award and “Women on the Front Line of Gender Justice.” She has written several books, including God is a Lawyer Too: Ten Laws of Unlimited Success, as well as writes for several blogs, including “Mindfulness: Inclusion Begins Within.”
